Datong photovoltaic generation testing service center

Background

To improve Shanxi’s energy mix, raise ecological quality in Datong’s mining-subsidence areas, promote PV technology progress and industrial development, and support Datong’s economic transformation, a national advanced-technology PV demonstration base was built in Datong’s coal-mining subsidence area. In 2015 the planned installed capacity was 1,000 MWp. According to the overall layout, Dianwan–Shuiyao Township in Zuoyun County and Gaoshan–Yungang in Nanjiao District each build 500 MWp, divided into 13 individual projects: 7 “Top Runner” projects of 100 MW each, and 6 “Top Runner + new technology and new-model demonstration” projects of 50 MW each.

To implement National Energy Administration requirements on PV-industry information monitoring, strengthen whole-process quality management of PV generation projects, monitor the demonstration effect of “Top Runner” projects, explore a four-in-one management mechanism of planning, programs, policy, and supervision, and build an “Internet + Top Runner” public information-service platform, and in accordance with relevant State Council and National Energy Administration documents, highly informatized management is applied to the construction and operation of the Shanxi Datong coal-mining-subsidence-area national advanced-technology PV demonstration base, building a “shared, secure, coordinated, and advanced” public information-service platform.

Project Goals

According to requirements of the State Council energy authority and related units on photoelectric-industry supervision and on construction and operation of the Shanxi Datong coal-mining-subsidence-area national advanced-technology PV demonstration base, and combining the actual conditions of PV planning and construction in Datong’s subsidence area, a Datong Photovoltaic Generation Testing Service Center (the “Center”) is established after studying quality control and industry-supervision requirements. It effectively integrates illumination, land, grid, and other development factors in Shanxi’s mining-subsidence areas, laying an important foundation for a new-energy demonstration city and for sound economic and ecological development. In the same period, a Datong branch of the National Renewable Energy Information Management Center and a Datong branch of the National Energy Solar Power R&D (Laboratory) Center are established to provide technical support for the Center’s operation.

The Center will enable real-time information monitoring and supervision of the base’s operations by the State Council energy authority, Shanxi Development and Reform Commission, Datong municipal departments, and other government bodies; whole-process management of PV project development and construction; monitoring of system efficiency, equipment, and key nodes of demonstration projects and assessment of key indicators, providing important information support for whole-process evaluation of the Top Runner program. As the main medium for information interconnection between Datong and the National Energy Administration generation-project information-management platform and the national green-energy certificate trading platform, the Center can also provide operating-information data services to Shanxi grid companies and developers, and basic data services to the public data platform of the China PV Power Investment and Financing Alliance. The Center is important support for the government’s management system of “streamlining administration and delegating power, combining delegation with regulation,” a strong driver of PV technology progress and industrial upgrading, and an important reference and demonstration for raising China’s energy-industry management.

Implementation Plan

This is a comprehensive project overall-planned, designed, implemented, and operated by Sugon. Main construction includes the equipment room, cloud platform, and IT infrastructure.

For the equipment room, considering the overall schedule and data-center development trends, Sugon’s ranked-cabinet equipment-room solution was used, greatly lowering construction cost and compressing the project cycle.

Solution Summary

This project is a comprehensive solution covering data-center construction, cloud-platform management, storage resource-pool management, and security management. It comprehensively demonstrates Sugon’s overall project-integration capability, solution consulting, and delivery and O&M capability during and after sales.

Once completed, it became China’s first PV “Top Runner,” setting a model for the PV industry and an important flag for Sugon in the energy sector.
