Build digital grids and promote integration of grassroots management forces. By the principle of “street-and-alley boundaries, moderate scale, seamless coverage, dynamic adjustment,” divide each urban community into grids. “X” applications:Combined with local special conditions, the following applications can be extended:
Access, viewing, and intelligent analysis of comprehensive-governance self-built video resources, community video resources, merchant video resources, and other socialized video resources; through intelligent video analysis, realize intelligent, all-round control of special populations such as drug users, persons released from re-education through labor, cult members, and stability-related persons, and all-weather monitoring of key road segments.
Convenience services for the public:Launch care services for lonely elderly, left-behind elderly, and persons with disabilities, including document handling, regular visits, holiday care, paying various fees on their behalf, sanitation cleaning, and more; provide community-correction personnel, unemployed persons, and impoverished persons with skills training, employment-information push, entrepreneurship-policy publicity, legal consulting, and other services.
Mass prevention and mass control:Establish a public event-reporting mechanism, encouraging the public to casually photograph safety hazards, event disputes, and other unstable factors and submit them to the comprehensive-governance grid-governance platform.
Intelligent judgment of the security situation:Build an intelligent security-posture prediction model, select several factors from hundreds of security elements as factors, and in real time dynamically judge security-posture indices at city, district, and street levels, assisting leadership in reasonably allocating grid resources and strengthening control of grid governance.
Can effectively reduce the total volume of street disputes; more than 90% of some disputes can be successfully resolved in the community and controlled at the street, avoiding escalation such as petitioning or group unrest, firmly holding the public-security stability “bottom line.”
Through the system’s institutional, process, and supervision mechanisms, safety-hazard events reported by grid officers and the public can be handled promptly by competent bureaus; safety incidents fall more than 50% year-on-year, greatly curbing production-safety accidents and raising the city safety index.
Losses to the public and to enterprise assets caused by security incidents fall substantially.
Mass-prevention and mass-control mechanisms substantially reduce theft, robbery, and criminal cases; pollution, fire, and safety incidents fall year-on-year, substantially reducing losses to the public and enterprises.
